 CHAIRMAN SHARP calls the Senate State Affairs Committee to order at           
 11:10 and brings up HJR 48 as the first order of business before              
 the committee.  The chairman calls the first witness.                         
                                                                               
 REPRESENTATIVE MIKE NAVARRE, prime sponsor of HJR 48, states HJR 48           
 asks the Federal Subsistence Board to refrain from adopting any               
 federal subsistence regulations that would grant subsistence                  
 preferences or change any of the customary and traditional use                
 determinations without concurrence from the Commissioner of the               
 Department of Fish & Game until January 1, 1997.  The reasoning for           
 this is to try to provide for a cooling-off period and an                     
 opportunity for the new administration, our congressional                     
 delegation, the legislature, and the citizens of the state to try             
 to find a consensus for resolving the subsistence issue.  Another             
 purpose is to address the subsistence moose hunt proposed for the             
 Kenai Peninsula.

 EDDIE GRASSER, Alaska Outdoor Council, states the AOC supports HJR
 48.  The resolution would address a statewide issue.  He thinks the           
 methods the Federal Subsistence Board uses for determining                    
 customary and traditional use leaves a lot to be desired, as                  
 compared to the state system.  The AOC also looks at HJR 48 as part           
 of a package to resolve the subsistence issue.

 SENATOR RANDY PHILLIPS makes a motion to discharge HJR 48 from the            
 Senate State Affairs Committee with individual recommendations.               
                                                                               
 CHAIRMAN SHARP, hearing no objection, orders HJR 48 released from             
 committee with individual recommendations.                                    
 CHAIRMAN SHARP adjourns the Senate State Affairs Committee meeting
